New Project Milestone
FHWA, in coordination with INDOT, has issued a Notice of Intent (NOI) to prepare a Tier 2 Environmental Impact Statement for Mid-States Corridor Section 2.
Section 2 is a proposed new highway connection between Interstate 64 at Dale and State Road 56 near Haysville in Dubois County. This Tier 2 study builds on the Tier 1 environmental review completed in 2023 and focuses on Section of Independent Utility 2.
Review the NOI and supporting materials and submit comments during the public comment period.

Note: A Notice of Intent (NOI) is a formal announcement, published in the Federal Register, that FHWA and INDOT intend to proceed with the preparation of a Tier 2 Environmental Impact Statement (EIS).

The Tier 2 NOI Supplementary Information Document builds on the actual NOI in the Federal Register and adds more information designed to be helpful to the public.
The Tier 2 Public Involvement Plan details the methods the project team is undertaking to provide outreach to the public and other communications.
The Tier 2 Project Coordination Plan lays out which agencies are involved, how meetings, processes and expectations are spelled out, and the framework of milestones, review periods and public engagement window.
The Tier 2 Draft Purpose and Need Statement defines with more detail what Section 2 is supposed to solve.
The Tier 2 Screening of Alternatives Report lists a more detailed and identified preferred alternative route, or routes, for the MSC.
